GNU M4 does not pass compliance tests

 agetty chokes on serial lines for some reasons. Reactivate the
 getty when we've figured out exactly what happens.

 Small change to system/adelie-base so it includes gettys-openrc.
 Small change to system/s6 so it doesn't statically define gettys.

Fix ncurses static linkage.

Use the same linker script trick as used on the .so files on the .a files to redirect to the wide version of the static libraries.

Fixes an issue with `llvm-config --system-libs --link-static` pulling in curses instead of tinfo.
