This MR adds depends_dev entries for skaware APKBUILDs that need it, so if a 3rd-party package depends on foobar-dev, then abuild automatically pulls skalibs-dev (which all skaware depends on). It also aligns the s6-linux-init APKBUILD to the default apk model for -doc, -libs and -dev package separation.

The MR now also updates skaware packages to their latest versions.
