Add apaste, a small command-line pastebin, to replace fiche

• update skalibs to the latest version
• add a new package, apaste. The main package (apaste) contains the client programs, apaste and apastec. The apasted subpackage contains the server program, apasted, and has a companion policy package (apasted-openrc) for the init scripts and the configuration file.
