Upgrade skarnet.org packages to their latest version

Upgrade all the skarnet.org software stack to the latest release. Also upgrade bearssl to the latest git, because the next numbered release isn't coming in the foreseeable future; and adapt netqmail to work with the latest skarnet.org tools.

Note that if any packages depend on the dynamic version of the utmps library, they will need to be rebuilt. (That should not happen: we made it very clear that packages need to link against the static version of libutmps and libskarnet, precisely to avoid needing a rebuild as soon as skalibs changes majors.)
