Upgrade meson to 1.2.3

spice-gtk was the only package which broke due to this update, and was upgraded as a consequence.

as an aside, we should probably migrate to using meson setup in meson-based build() blocks, since I discovered that bare meson produces a deprecation warning while I was upgrading spice-gtk.
