Also start utmpd in early stage 2 like the other 2 utmps services, for symmetry.

Will --enable-multicall change behaviour? We typically do not enable that, primarily because most multicalls violate split-/usr (/bin/coreutils requires libs from /usr/lib for instance). I doubt s6-* packages would violate that principle, but I do want to make sure this wouldn't be a user-visible change.
