Add user/scrot

Manually created the config.h to scrot_config.h as configure would not create due to a possible difference in Adelie setup/packages(unsure, just a guess) and removed problematic issues list in patches. I tested build, and install. Scrot does run as expected. This would need to be merged after !506 (merged)
