Bump cups and cups-filters

Since PAM is in adelie-base (and will be in adelie-core, if/when that becomes a thing), we should add linux-pam-dev to cups instead of patching PAM out of it.

Sorry, was just trying to fix FTBFS since the current package doesn't depend on PAM. I'll update it accordingly.

Updated but you should hold off on merging until I can confirm that enabling PAM doesn't break anything. The tests passed as before except for the encoding stuff, but it needs a real-world test.

Ok, this should be ready to go in now.
