system/apk-tools: should depend on ca-certificates

Description
Nothing seems to pull in ca-certificates on a fresh install, so adding packages (either under chroot or natively) result in errors such as:
fetch https://distfiles.adelielinux.org/adelie/1.0-alpha5/system/x86_64/APKINDEX.tar.gz
140387101502348:error:14090086:SSL routines:ssl3_get_server_certificate:certificate verify failed:s3_clnt.c:1269:
ERROR: https://distfiles.adelielinux.org/adelie/1.0-alpha5/system/: Permission denied
Note that this error is not reproducible with apk --root since that uses the host's ca-certificates.
