system/e2fsprogs: mke2fs fails with "Not a typewriter" when trying to fiemap a file with 0 bytes

Description

When mke2fs is given a directory containing a file that is 0 bytes, it fails to ioctl_fiemap it with the error "Not a typewriter". This is specific to musl (it works fine on glibc) and affects all tested arches (x86_64 i525 ppcg3).
