This is included in the 'packages.git' repository because it may be
useful to temporarily prevent packages from building in development
branches. The build plan is generated from this repository instead of
autobuilder in the first place, so putting it here makes sense.

* Remove -lang as we don't package the Perl gettext bindings.

* Add more notes about tests; about 200/300 pass.

Change upstream to our fork.

This reverts commit 14d96e29.

We are not ready to bump this yet due to X* packages, maybe others.

Run-tested on PPC64.  The new patch here fixes the few test failures.

All other test failures from past versions seem fixed now.
