Offer of new maintainership

It seems that this project is orphaned. Moving forward, I would like to offer to maintain the codebase under the Adélie Linux umbrella for the community. We have significant interest in it and want to continue moving locale support in musl forward without being a burden on other, busy people.
We deeply appreciate @rilian-la-te's starting this project and initial maintenance of it.
