system/musl: musl libc does not provide an implementation of gencat(1) and catopen/catgets/catclose(3)

Description

The musl libc does not currently provide an implementation of POSIX® message catalogues. This is used by at least BIND for internationalisation and therefore we will be stuck with English only strings for all BIND tools (including dig, host, nslookup).

Additionally, POSIX® documents that this interface is required for a conforming implementation.
